Where We Work: Downey and the Cities Next Door
One 24/7 line covers Downey and seven neighboring cities. Each city has its own water, its own housing, and its own pattern of plumbing calls.

We serve all of Downey, including ZIP codes 90240, 90241, and 90242, and the nearby cities of Norwalk, Paramount, South Gate, Pico Rivera, Santa Fe Springs, Bellflower, and Bell Gardens. The emergency line is answered 24 hours a day, every day, including holidays. The ZIP codes next door that we also serve include 90201, 90280, 90640, 90650, 90660, 90670, 90706, and 90723.
The cities are close together, but the plumbing is not the same. Water comes from different suppliers, homes were built in different decades, and some cities are mostly renters while others are mostly owners. The table below puts that side by side, and each city page goes deeper.

The home base
The City of Downey Water Division operates 20 deep groundwater wells and three imported connections from the Metropolitan Water District, and its Utilities Division says it maintains about 260 miles of water mains and 22,500 meter connections. It targets a typical pressure of about 65 psi at its water yard.
Census-based counts put roughly 13,400 of the 36,000 or so homes in Downey in the 1950 to 1959 bracket. That age is the thread running through most of our Downey calls, from drain lines to water heaters. Our services page lists everything we handle.
How each nearby city differs
Norwalk has the most variable water of the group, with Golden State Water reporting hardness from 8 to 30 grains per gallon in 2025. Our Norwalk, CA explains what that means for water heaters and softeners.
South Gate has the oldest housing and a renter majority, with its own city-run wells. The South Gate covers older pipes, large households, and manganese staining.
Pico Rivera is a city of owners served by two separate utilities. The Pico Rivera, CA explains how to find out which one is yours.
Paramount is a renter-majority city with 1950s housing and city-run water. The Paramount covers shared plumbing and landlord questions.
Bellflower has four separate water companies and a renter majority. The Bellflower shows how to find out which company is yours.
Bell Gardens is a small, dense city where three in four homes are rented. The Bell Gardens covers shared walls, shared stacks, and two water operators.
Santa Fe Springs is an industrial city with far more businesses than a typical suburb. The Santa Fe Springs, CA covers commercial calls and the ZIP code that spans several cities.

Whichever city you call from, the process is the same. We ask what the water is doing, help you stop the damage, and send a plumber who diagnoses before quoting, and the work follows the California Plumbing Code, which is built on the Uniform Plumbing Code (UPC). You hear the price before any repair begins, and estimates on non-emergency work are free. If a smaller fix will last, we say so.
If you are unsure whether a problem is an emergency, call anyway. A short conversation costs nothing, and it is better to ask at midnight than to find a wet ceiling at breakfast.
A note on the numbers
The figures on these pages come from utility reports and census-based housing counts, and each page names its sources. Where we could not confirm a figure, such as current hardness in some cities, we say so instead of printing one. Hardness also varies by address, so a test strip at your tap is the number that matters for your home.
